Steve,
 It is not  a dumb  idea  at all to refill  toner cartridges at all. I have
come across a
procedure of  doing this almost a year ago. I could not remember the whole
process
described. The main thing is  drilling a small hole into the cartridge where
access to
the process of cleaning and refilling could be carried out. Syringes or the
like could be
used. You may experiment  with the process , supply other details,  it but
be careful
 not to spill things and not to hurt yourself!

The process did not prosper because I think the guy who would like to do the
refilling
could not purchase refills in small quantities   which would cost  less than
a new one.
