I believe the sound card controller for the IDE CD-ROM  would require
an IRQ for itself. I might expect it to select IRQ 10.
Please be sure BOTH the CD-ROM and the SOUND CARD are IDE.
Sound Cards have had various interfaces besides IDE. (Look the same.)
