Ignoring the original problem and focusing on the current problem......
I'm guessing that when he reinstalled the networking it probably reset the
name of the network workgroup in the DELL machine.  Make sure all three
machines are in the same workgroup.  Both spelling and capitalization count.
First RIGHT-click on the Network Neighborhood icon and select the Properties
option, now click the Identification tab.
