Lactose-free would only help those who are lactose (a milk sugar) intolerant, not for those who are allergic to the proteins in milk.
"lacto-ovo" means that there is both dairy and egg contained in the meal...so a vegetarian lacto-ovo meal would probably contain something like cheese; a cheese omelet would qualify for a vegetarian lacto-ovo meal.  Purely vegetarian usually means without dairy or egg, but you would have to verify that with the airline in question.
Some airlines have meals that are both vegetarian and kosher...again, verify with the airline in question.
