Not necessarily.

"Kosher" food is fit to eat according to Jewish religious law.
As Jewish religion forbids mixing meat and diary, the food should be marked as
containing meat, diary or neither ("parve" or "pareve").

"Kosher for Passover" is an orthogonal concept which doesn't really tell you
anything about the diary content of the food.  Look for one of the markings I
mentioned above.
