This Nigerian scam has been in the news for the past number of years here in
the U.S. They have acutally swindled a lot of money, mostly from elderly
Americans who were presented with written documents complete with government
seals. The poin mentione regarding a partnership, and how they will guide you
to fill out the forms is whre they get acces to your bank accounts. It
sounds like they probably have you complete this form in such a manner as to
make them a joint partner, thereby enabling them to make withdrawals from
your account, and that is the only purpose. If the government of Nigeria
wanted to have foreign U.S Dollar accounts, l know for a fact that these can
be set up in any foreign Prime Western Bank, anywhere in the World, not just
by the Nigerian Government, but even by you and l.
