Probably a bit dangerous, if there is no limit then there is
nothing to stop anyone posting a hundred copies of the same
message (which is the global limit for the whole list) thus
blocking the whole list for 24 hours.

And if we remove the Global Limit then it would only take a 10
line PERL program to send 10000 copies to the list, and if I can
write that there are probably millions of others too.

Since this level is in the public header of list (you do not need
to be a list member to retrieve this info), its even possible to
write a program which will troll through the thousands of
l-soft lists searching for List Administrators who have turned of
this limit.

If Kyle really wants/needs to "break" the limit, he can write to
me privately and I'll tell him how to do it "legally"!!! (All
security has loopholes).
