The issue of the origin of starch on a food label is not totally reliant
on whether or not it is made in the USA, but rather one of whether the
food manufacturer adheres to FDA standards and is US-FDA certified.

FDA regulations say that when a food label says only "starch", it has to
be derived from corn.  (Do not presume the same for pharmaceuticals.) The
source of any other kind of "starch" has to be identified on the label,
ex. wheat starch.  Recent rulings require food manufacturers to identify
the source of "Modified Food Starch".

HOWEVER, FDA allows a manufacturer to continue using old, prior labels
until the label supply is exhausted -- even if the recipe, supplier or
regulation changes.  Please try to remember also, that the FDA is a
regulator, not an enforcer.

Bottom line, call the food manufacturer.
