           Dart:  Great WIIA Signing Celebration!

It was my privilege to join more than three hundred members of the
disability
community and government yesterday at the FDR Memorial to watch the
President
sign the Work Incentives Improvement Act (WIIA).  Thanks to hard work by
Jonathan Young and others it was a grand affair, a fitting tribute to
those
who fought long hard years for this law that will give many an
opportunity to
work without losing their healthcare, and which symbolizes the right of
people
with disabilities to participate fully in the mainstream.  After the
ceremony,
there was a great victory party at the Washington Marriott organized by
Bryon
MacDonald.

Thanks to the almost one thousand advocates who signed letters to
President
Clinton congratulating him on his fight to pass the WIIA, I was able to
hand a
leather book containing those letters to the President.  He seemed very
pleased.  He asked me to thank each one of you.

The signing ceremony was attended by Senators Kennedy, Jeffords and Roth
and
former Senator Bob Dole, Rick Lazio and other several members of the
House,
Secretaries Alexis Herman and Donna Shalala, Social Security
Commissioner Ken
Apfel, OPM Director Janice Lachance, White House staffers Jonathan
Young,
Chris Jennings, Jacob Lew and Jeanne Lambrew, Becky Ogle, Bob Williams,
Sue
Daniels, Paul Miller, Fred Schroeder, Michel Winter and other members of
government.  Some of the heroes and heroines of the fight to pass the
WIIA I
saw there were, of course, Bryon MacDonald, Pat Wright, Paul Marchand,
Bobby
Silverstein, Connie Gerner, Pat Morrissey, Andy Imparato, Tony Young,
Patty
Smith, John Kemp, Mike Deland, Alan Reich, Jim Dickson, Anne-Marie
Hughey,
Marcie Roth, Sue Webb, Marty Ford, Doris Ray, Wesley Vinner and Donna
McNamee.
 The President gave bill signing pens to several, including Becky Ogle,
Bob
Williams and Donna McNamee.

As you know, the event was well covered by the major media.

Again, congratulations to Jonathan Young, Bryon MacDonald and all who
organized this great signing cerebration.  It could have been done
quietly in
the Oval office.  Special congratulations to all who fought to pass the
law.


Now we must fight to implement it in every community.
