Well,

I figured it out.

Apparently, there is a set of ghost drivers installed by HP whenever
installing peripheral devices such as CD-Writers and Scanners. The same
thing apparently happens with some Sony devices.

There are three files listed in Devices in the Control Panel:

a. etaptad...
b. ShuttleServer
c. ewtnt...

These file overwrite the DMA settings somehow and kill the link to the
floppy drive. If you disable these devices, everything works great!

I have a more technical description that I'll post later.
