Is the subnet mask correct?  Is there a router in between the two machines?
 If so is the router address O.K.  What class of address are you using and
does the subnet mask match?

Can you ping the loopback address 127.0.0.1?  If it is Windows 95/98 try
running WINIPCFG from the Run box and see if you get Fatal IP error on one
of the cards.  If you are running NT the command is IPCONFIG /ALL.

Also if all else fails, remove all TCP/IP components and re-install them.
Sometimes that works.  Also check to see if the card is present in device
manager.  You can without knowing set TCP/IP up on a card and if the card
isn't in device manager you get similiar to what you are asking.
