Associates in Rural Development, Inc. (ARD), an international consulting
firm, is currently recruiting for a long-term position for a USAID-funded
decentralization/local governance project in Senegal. A description of the
Deputy Chief of Party/Financial Management Specialist is given below.

The successful candidate will have at least 3 years work experience in
Senegal or other francophone African country (Peace Corps service
included) and will hold a Masters degree in Business Administration,
International Development, Financial Management or other relevant field
(equivalent professional experience is also acceptable). In addition, s/he
should have a minimum of 5 years professional experience in accounting,
financial management, grants management or similar. Proficiency in
speaking and reading French at the FSI level of 3 or higher is required.

The DCOP/Financial Management Specialist would be based in Dakar for at
least 2 years and up to 5 years. The project is expected to start in early
2000.

POSITION DESCRIPTION:

The Deputy Chief of Party/Financial Management Specialist (DCOP/FMS) will
play a dual role.  On one hand, s/he will be responsible for a variety of
internal project administrative tasks. These administrative functions
include budget and fiscal management/control (budget projections,
oversight of local accounting staff) and administrative and financial
management of local subcontracts and purchase orders.  S/he will maintain
close working relations with USAID's Financial Manag ement Office and
Contracting Office to facilitate processing of financial docume nts,
obtaining necessary approvals and resolving various administrative and
fina ncial issues. On the other hand, the DCOP/FMS will be responsible for
managing t he Local Incentive Grants Fund, including establishing policies
and procedures f or its effective implementation.  S/he will also use his
technical skills in fin ancial management and administration to support
technical assistance activities for local government units, NGOs and
grassroots organizations under the capacity building component.
