The official government web sites with the Starr report have been
difficult to access because of the traffic.  I found it on the Washington
Post site as about 250 links into  sections of 7 HTML files.  I've
converted and combined these in sequence to a single plain text
document, icreport.txt
(standing for independent council report) which is about 700K in size.  It
is now available on my home page in compressed form (218K) at the address
http://www.empowermentzone.com/icreport.zip
