Hi, to a ups a brownout is no different than a total
power loss. In other words you're drawing off the
battery in either case. Assuming your charging
circuit works during the brownout, the charge
level would be largely ineffective against your load.

Remember the short time a ups provides should be
used to backup and safely shut down. If you frequently
run your battery low it will shorten the battery life.
