To Wade, there are many reasons why this could happen,
1)try installing fix from microsoft, although you say it happens with both
versions.
this may or may not help.
2)run help\troubleshooter\ startup & shutdown
3)disable active desktop if enabled before shutdown
4)check bios to make sure IRQ option for video is enabled
(not all bios's have this setting)
