The first thing to do is be sure you have the latest driver for your modem.
Download a current one from 3Com/USR at:
ftp://consumer.3com.com/usr/dl16/3cp5609w.exe
There are no great secrets to getting a clean full connect out of a 56k
modem. There are somethings you can check, but they are not inside
your computer.
1) USR modem as v.90 and drop back to X2, (the term for the type of
56k protocol used in USR modems). If you are connecting to an ISP
that uses v.90 Flex, (the other modem protocol), the two modems may
not be able to create a dual band connect and 31k maybe the best you
can achieve. Ask your ISP the type of modems they are using.
Livingston ISP modem banks are common and have this problem without
the recent firmware upgrades.
2) Contact your phone company and have them check your phone line for
noise and problems on the line. Often telephone companies can
remove problems on your line that are creating noise that keeps your
modem from connecting faster.
3) The final issue is very common, a problem of distance. If you are too
far from the central office, where you phone line connects to the main
switches at the phone company, the phone line will just not support
high speed data transfer... and at that point, 31k maybe considered a
a good connect.
