John,

What kind of machine is it?  Brand? model? AT? ATX?

In any case, you are probably correct.  It sounds like the MoBo is shot.

If it is an AT system then the fact that the power switch did not work could
indicate a power supply problem  Do not put in a new MoBo until you test the
power supply or it may "eat" the new board as well.
