Not so. I use Soyo mobos in the systems I build and used to use Mtech. Both
had USB pins layouts for a USB internal connector (cord and external I/O)
and could use them. The connector did not come standard and need(ed) to be
bought separately. Also if using Win95 it must be OSR 2.1+ and the USB
driver installed.
And yes some mobos have a connector and cannot use it, e.g. the early Mtech
mobos. Also from my experience, the BIOS must be set to enable the USB
connector.
