Larry,

First you need to understand that tuning the modem will only help with
communications from you to your ISP any traffic (web pages) from outside
your ISPs physical location is at the whim of the internet.  You already
have all the tools you need to test/check your modem.

To check your modem for TRUE download speed:
First set up the SYSTEM MONITOR program to view the
BYTES RECEIVED/SECOND  from the DIAL UP ADAPTER.

Then use an FTP program to download a file from your ISPs server (NOT from a
site out on the 'net).  Make sure the file is at least 1MEG (the bigger it
is the more accurate the "average" speed will be).

The SYSTEM MONITOR can be found at:
START -- PROGRAMS -- ACCESSORIES -- SYSTEM TOOLS

Once you start the monitor, click EDIT -- ADD ITEM and pick the DIAL UP
ADAPTER and then set it to monitor BYTES RECEIVED/SECOND.

A good connection should result in a consistent (but not perfect) 4.0-4.8
Bytes per second.  Naturally, the higher the number, the better.
