The only obvious reason for the price difference could be the supply vs.
demand.  The PII-450 chips have been out of production for quite some
time now, there is still a good demand for them especially by those with
existing dual processor motherboards with only one CPU.

The PIII-450 Intel CPU is still in production and their exists a large supply
of these chips on the market.  The price of the PIII-450 chip is dropping
radically right now in favor of the PIII-550 CPU, though this chip has
dropped as much as 25% in the last three weeks.   The wholesalers
are starting to dump these chips to avoid sitting on large inventories while
the market moves down.   Right now we are nearing the time of the next
round of faster CPUs.
