  Yes, Partition Magic can convert a FAT32 partition to FAT16.

it runs it ON TOP OF some 32-bit components, including disk and file
access.  The components included with Win95 prior to OSR2 did not (and
do not) know how to handle a FAT32 partition.

of parts of Win 9x.  The claim that these two relationships are
identical/equivalent is rarely seen outside of Mac-zealot rantings, and
