You don't have to if there is no problem with your computer.

Download windows update will do the job well. MS released many fix after
win98se, you should keep checking windows update.

Depending on you! if you think it is safe, then it is. It is unlikely to
fail during the flash, however if it happens, the whole mobo is gone!!!
If you have UPS, it is 99.9% safe.

Not I know of, unless you have a backup BIOS in hand if something
happened...

Boot into "safe mode with command line only", run the flash utility.

It may improve system hardware compatibility and preformance. In most
case, it contains bug fix.
