You can say it, but then you must also say these things:  The war in
Bosnia caused this war, because we didn't have war in Kosovo before
the Serb army took over Bosnia.  It seems apparent to me that first
war must have had something to do with this.

Milosevic cause dthis war, because we didn't have this war until he
came to power.  It seems apparent to me that Milosevic must have had
something to do with it.

And if, five years from now, peace and democracy are flourishing in
Kosovo, you must say it was the NATO action that caused this happy
state of affairs, and you must say it seems apparent to you that the
NATO action must have had something to do with it.

We're not talking about billiard balls colliding and angling off with
velocities predicted by physical law.  Peoples' choices are involved
every step of the way.  Some of those choices are NATO choices; some
are Serb army choices.  Some were IMF choices.  This is not the first
occurrence of ethnic cleansing in the region.  It is the first
occurrence of NATO bombing in the region.
