I would be suspicious of a malfunctioning switch - either a mechanical
switch that lines up with the write-protect window on the PD disk, or
an LED/Phototransistor pair that senses the window (dirty?).

It is also possible that the corresponding wire in the ribbon cable to
the drive is open/grounded.

I'm not familiar with the Panasonic PD Drive, but I have seen both the
above problems in floppy drives.
