The problem is your system is not using the bus mastering drivers
for your IDE controllers. Windows is not able to find the CD rom
drive due to this issue, that is what those exclamation marks are
about. You will need to find the proper drivers for your motherboard
and install them, they will be called the BUS MASTERING Drivers. They
are probably on the installations disks that came with the computer
or you should be able to download them from Hewlett-Packard's
web site, but they are not there as I checked:

The other thing you might do is check to see if the resources for all
the drivers need to be changed, double click on each driver and
click on the resource tab. Then, try to change the settings till they
work, (the primary will want IRQ14 and the Secondary IRQ15). If
this does not help, try entering Windows in Safe Mode and returning
to the Device Manager. Delete out all the drivers listed in the
"Hard Disk Controller" area. Then restart, letting Windows reinstall
the proper drivers. Some times this can will need to be done
several times before it solves the problem, as Win95 is problematic
about Hard Drive Controller drivers, if they are not properly installed
the first time.
I wish I had more to offer here... but, the problem is in your IDE
controller drivers.
