Hi Susan,
 Yes that is correct ,, you should always set it for at least twice the speed of
the modem although you will never get that speed consistently.
Data does flow at a higher rate at times and if you limit those spurts by
setting a lower limit on your computer you loose that advantage. I consistently
connect here at 52kbs and i have my ports set to transfer
at 115,200 and 230,000 on some of them, this give me the opportunity to take
advantage of those short bursts of data that do flow at high speed
The fed gov only requires the telephone companies to supply a maximum
connect speed of 53kbs so dont expect that to change anytime soon due to
this fact alone... my downloads average 4.8 to 5.7 kbs but i have my system
optimized. Hope this will help clear up any misinformation.
