Is it me or shouldn't it be "format c: /s"  (rather than \s??).

Personally, when I do a format, I just do a "format c:" and then reinstall
from the CD drivers that I've loaded onto the boot disk (beats the /s
option, IMHO).  If all else fails, you might want to give that a try
