The rule of thumb is based on the appliance with the highest
starup up demand.
Your monitor only uses a little more power than your computer
to run, but requires a much higher instantaneous level of energy
to start.
Monitor first then the pc. If you have a copier or transformer
based printer in the room consider starting them first if
possible.
The idea is to ensure your devices never start with a low voltage
condition and devices sharing circuits are not surged by
motorized devices like copiers.
Bottom line: for a single system it's a bigger factor to power
all of your devices at once as oposed to the order.
