I don't want to start a protracted debate, but I do really wonder if the
language in the telecommunications act will really help make software and
hardware accessible to people that are blind.  You'd think that information
and billing for products and services related to telecommunications would
be important to making the use accessible but it still seems that most
people don't get an accessible phone bill as one example.

I think this law will most likely end up making things physically
accessible which is good but I'm not sure it will do much for folks that
are blind.
