Rob,

The Celeron 400 utilizes a 66MHz FSB (Front Side Bus).  The 400 is clock
locked with a multipier of 6.  Therefore, 6x66=400MHz.

PC100 ram can be used without any problems.  This will also provide you with
some upgrading possibilities later on (ie, upgrade the processor to a PII
which uses a 100Hz FSB).
