I would definitely try a different keyboard.

Most motherboards should be grounded at three points:
1. The ground lines of the power-supply connector.
2. The contact between the mounting brackets of expansion cards and
the case.
3. Screws through one or more plated-through holes.
Grounding *all* -- or even just many! -- of the exposed contacts on
the underside of the board to one another is a very Bad Idea.
Testing the mobo outside the case isn't great, because you have to
rely on #1 above only. the surface the board rests on should be non-
conductive and anti-static.
