My understanding is that "non-dairy" is defined from the point of view of
the dairy industry, not food allergies/intolerances. That is, a food is
labeled "non-dairy" to alert the consumer that a traditionlly dairy product
does not contain sufficient dairy products to make the dairy industry happy.
It does NOT mean No Dairy Ingredients. It's almost always the opposite, in
my experience!
