This is similar to what happened with my son when he was 5 months old and
I added Similac (which is a milk formula) to his rice cereal.  His lips and
inside of his mouth swelled up and he didn't even swallow the stuff.  This
went away on it's own after a couple of hours as well but I did rush him to the
pediatricians office where they observed him.

He is now 21 months and has not had any milk products since.  I breastfed
him until 19 months and stayed strictly off milk myself.  When I used to need
something to mix with his baby cereals I would just use baby juice -- pear,
white grape or apple.  We did have him tested at an allergist and he was very
allergic to milk, but sometimes the results don't always correspond.  We
now carry an epipen.
