Hi,
This sounds like the symptoms of the Melissa virus (or a similar one), that
corrupts your flash BIOS (and possibly hard drive data as well). With the
BIOS corrupted, you wont even get a power on self test (POST) screen, but the
hard drives will spin up, and fans will run.
If this is the problem, you will need a new BIOS chip (or get yours
reprogrammed), to get it to POST again. Then you can disinfect the rest of
the system with a good antivirus program, namely the hard drive(s) and any
removable disks that might have been used while the system was infected.
Finally you can try to recover data on the hard drive (hopefully you have a
backup, if so, check it for infection too).
