My first thought is that the heatsink is not making a proper contact with the
CPU. The heatsink must sit flat on the surface of the CPU for the heat
to dissipate away from the CPU.
You should also make sure that the mother board has the proper voltage
settings set for the CPU, (check the jumpers). This might be causing the
problem.
Finally, you might try a bigger fan/heatsink and use the heatsink contact
paste between the CPU and the heatsink.
