I don't know your experience level and it may sound simplistic, but
press and hold (four sec?) your ATX power switch for on-off functions.
Check your docs to see the particulars are for your equipment.  The soft
power and suspend functions can really confuse things if you are
thinking in terms of how the AT "hard power switch" works.
