My reply was a bit tongue in cheek. I dialed a "line test" number that
informed me that the quality of my connection was too poor for a 56k
connection. I've installed several modems idenctical to mine (Wisecom) and
they all get much better connection speeds , so I assume my particular
physical location is the culprit.

You have a modem, your ISP has a modem, in between the two modems is the
telephone company's network. The quality of the connection within the
telephone
company's network has a direct impact on the highest speed you can use with
your modem.
