Is this an upgrade to Win95 from Windows 3.x?  I had a similiar problem on a
machine that originally had the Windows 3.1 drivers setup and running
perfectly.  Then we upgraded to Win95 and the modem forever was detected as
in use by another program.  The only solution was to carefully read all the
directions, uninstall the Windows 3.1 drivers and reinstall the Win95
drivers.
