Will,

Windows 95 is enumerating all of the hardware in the system at this time in
the install process.  It may be that you have a hardware conflict that is
causing this.  I had the same problem and determined it to be the internal
modem.

Try removing all but essential cards, and rebooting.  If it boots normally,
add one card at a time until all have been detected.  Insure there are no
IRQ conflicts, I my case, the onboard COM port was enabled and an internal
modem was installed.  This of course, is a recipe for a conflict.
