the Africa Faith and Justice Network regarding H.R. 3188
nicknamed the CARAT Act and dealing with the blackmarket sale of
diamonds to fund rebel groups in Sierra Leone, Angola, and Dem.

Dear ADNA Members,

Just in case you missed this at the end of last year...  Congressman
Tony Hall (D OH) on November 1, 1999 introduced H.R. 3188
"Consumer Access to a Responsible Accounting of Trade Act of
2000".  The bill seeks to "provide for the disclosure of gem-quality
diamonds and gem-quality diamond products imported into and sold
in the United States."  According to the bill "more than half of the
world's gem-quality diamonds are imported by the United States...
... consumers increasingly want to know the country in which gem-
quality diamonds are mined in order to avoid purchases from
countries in which war or human rights abuses are funded through
the sales of these diamonds and other resources."

Clearly the wars in Angola and the Demorcratic Republic of the
Congo are funded through such sales.  The wars in Sierra Leone
and Liberia were funded largely through similar means.  It is clear to
all that some of the wars currently being fought in Africa have
nothing to do with freedom or human dignity but more to do with
profiteering by those with arms.

In order to take away the profit motives of these wars, this bill
deserves our support.  Please write your Congress person and urge
him/her to co-sponsor or support H.R. 3188 introduced by
Representative Tony Hall of Ohio.
