Outlook Express Tools/Options/General/Check for new messages every x minutes
is probably checked, as well as Tools/Options/Dial Up/Automatically dial
when checking for new messages.

If so, unchecking one or both will stop the dialling. It wouldn't be random
dialling, btw, it would be the x minutes that you had originally set.

If that isn't the problem, do you use Pointcast or NBC news or other app
that automatically calls for updates?

In any event, this sounds like  software, not hardware problem.
