Go vanilla:
1. take everything out of windows > start menu > programs > startup
2. change video to Oak Techology 640X480
3. REM out everything in autoexec.bat and config.sys that you don't
absolutely need.

If it's okay, add this stuff one at a time until you find the culprit.
or take them out one at a time until you find it.
If you hit F8 and go into SAFEMODE and it works fine, then nothing is
wrong with windows 95, it's some software or hardware that causes the
conflict.
