Good idea, but a mite risky at $14/sf (1991 price). In my experience most
storm window breakage takes place during installation/removal process. You
would also lose the UV protection in the summer months. That notwithstanding
it would be better to leave the smaller lights in place, if window sash is not
being dismantled.
