First, the speed capability of your modem is not the determining factor.  It is
the maximum speed of your modem and the modem you are connecting,
the ISP.  SInce the ISP has only 33.6K, that is the best you can do.   In other
words, you cannot setup the dual channel of the 56k if you are only connecting
to a 33.6k ISP.

Now, the second point is that you are discussing "connect" speed.  The speed
displayed as your connect speed is not your true speed.  This displayed speed
at time of connect is based on a few bits of data transferred during connection
and can be effected by the port settings on the modems at your ISP.   The only
true test of your speed is to do file transfers from your ISP, using compressed
files.   Monitor this speed during the file transfer...    use a program such as
CuteFTP or others that will display the actual file transfer speed.   I am willing
to bet you will see 3.6k file transfers...   if you do, then your modem is moving
at top speed for your current ISP.    Be sure to use compressed files, such as
a ZIP file...  uncompressed files will transfer at higher rates, as the files are
compressed during transfer...
