That depends on what type of device/hardware it is.

Some settings (like serial and parallel ports) are kept in the CMOS
settings.

Some older style cards had the settings hard coded with jumpers on the
interface card.
Other older style cards (like network interface cards) came with special
DOS based software that saved the settings into NOVRAM or EEROM (or
similar type of memory chip) on the interface card.

True Plug-n-Play cards are dynamically assigned by either the BIOS or the
Operating SYSTEM when first installed. So I guess the answer to your
question is that they aren't stored anywhere because they haven't been
assigned.
