Actually, if you are seeing a download speed of around 3.52KB/sec reported
by some program, it's likely that is really counting only the data bits
because that's all that's reaching the program.  The rest of the bits are
thrown away by the modem and not passed on.  So, it's likely that your
3.52KB/sec is about 80% of your connect speed (your program is counting
eight out of ten of the bits transferred).  These numbers would imply your
connect speed is more like 44Kbps ... about right for what most people see
with a 56K modem.
