In this situation I have always deleted TCP/IP so that I could
troubleshoot the NETBUI connection first. Your NETBUI is
working a little anyway, since that protocol is what allows
you to see the other PC in network neighborhood.  When you get
the shares working, I would go back and uninstall netbui and switch to
TCP/IP to set that up, since you will need it for the cable modem.
One thing I have noticed, if you are using TCP/IP as your only protocol,
a bad submask will prevent all network browsing,
so nothing will appear in network neighborhood, but pinging will still work,
although in my case it was sporadic, with about 20% failures.  Looks like
the pinging and the NETBUI together are giving you misleading clues, so
I would dump the TCP/IP for the time being.
