If YES, then reinstall windows for starters. Could also be hardware,
but start there.
If NO, then you probably have a conflict from something that loads
into windows
1. Change video to VGA OAK Technology, 480X640
2. Take everything out of Start Menu > Programs > Start Up
3. REM out everything in config.sys and autoexec.bat unless it's truly
needed ot run windows [for example, take out sound cards, CDROM, etc]
Now you're running vanilla windows, and any conflict is probably in
software.
It stopped? Then reapply these things one at a time.
Still does it?
Then you're going to face some detective work in deleting/uninstalling
apps until you find the culprit. You can also REM out items that load
in system.ini, one at a time.
