I had a problem with my wife's Juno mail dialer giving this message.  What
the problem turned out to be is that Juno's program is not ATAPI (or
something like that) compliant.  I had my WinFax Pro running in the system
tray waiting to answer the phone(modem) for faxes.  Juno not being
compliant could not get control of the modem.  I now have to shut down the
WinFax program before she can dial out on Juno. The problem may be with the
software if other modem monitoring devices are running in the background (I
didn't catch the original post).
