If you are confident that you can work around LETHAL voltages safely, you
can remove the back of the monitor, bypass any safety interlock (Think of
this as ASKING FOR TROUBLE!), and turn on the monitor.
When it starts to screech, hold one end of a convenient length (say 3
feet) of electrically INSULATING tubing to your ear. Use the other end
to locate the screech. Odds are you will find that it is a loose coil on
the flyback (HIGH VOLTAGE) transformer. If it was an arcing
capacitor, the picture would be affected by horizontal streaks.
In either case, switch off, and discharge residual voltages on the anode and
large electrolytic capacitors with a ~150 Ohm "bangstick". A little spray
with a high-voltage (transformer insulating) lacquer (Such as "Glyptal" -
available from electronic supply houses.) on JUST the noisey component -
you can use a "straw" to help avoid spraying everything else.
Let dry overnight. Reassemble. Try it out. You may have to "tweak"
some adjustment, such as horizontal width.
If you are not confident working around high voltage (and possible
x-radiation), there is no shame in having someone like a monitor or
TV repairman do it for you.
Be safe.
